The Snapdragon 850 SoC employs the second-gen 10nm FinFET process and houses a 64-bit octa-core Kryo 385 CPU which has four Kryo 385 Gold (running at a speed of 2.95GHz instead of 2.80GHz like the Snapdragon 845) and four Kryo 385 Silver cores.
"Always On, Always Connected" refers to the relatively new type of computer that doesn't completely shut down instead staying connected to a Wi-Fi or cellular network even when asleep to allow for constant connectivity, similarly to how a smartphone works.

Qualcomm noted that Windows 10 devices powered by the 850 are expected to be available in retail before 2019.
"The Snapdragon 850 Mobile Compute Platform is created to support many sought-after smartphone features in the PC and to stay connected to LTE or Wi-Fi so users can receive notifications and have their data virtually always synced on the go", said Qualcomm. HDR is also supported and Qualcomm chips have native support for aptX HD audio.
The latter comes courtesy of the Snapdragon X20 LTE modem, itself having some significant improvements over Qualcomm's earlier LTE modems. No word on what sort of pricing we might expect, but Qualcomm has already confirmed that it's working with Samsung on at least one design.
The Snapdragon 850 Mobile Compute Platform is a needed step in Qualcomm's journey towards competitive performance and revolutionary feature integration for Windows PCs. The chipset also supports Microsoft's Machine Learning SDK.
