Liverpool defender Joe Gomez returns to the squad after missing out on the World Cup due to injury, while teammate Adam Lallana and Burnley centre-back James Tarkowski are also included, having been on the standby list for Russian Federation.
Southgate has named 18 players from the squad that reached the World Cup semi-finals and he believes it's important to build on that success.
The other World Cup heroes who are now absent are Gary Cahill and Jamie Vardy, with the Chelsea defender and Leicester striker opting to step away from the global scene and focus on their club careers.
Gomez has enjoyed a solid start to the season at Liverpool, impressing alongside Virgil van Dijk at centre-half, and is brought back into the England squad after missing World Cup duty through injury.
"If they have proven themselves as good as any other young players in the world, that opportunity has to be there".

He said: "No. There have been discussions around what we have done and I have to say the board have been great in terms of buying into us pushing the young players and that could have gone differently for us in the summer". That is how I get the team going in the next couple of years, really.
Shaw, who was omitted from England's World Cup squad, has found a place in Gareth Southgate's set-up for the games against Spain and Switzerland. However, Southgate says the door is not closed for the experienced trio. "It depends how good we want to be and what level we want to challenge at, but that is a clear indication of the task we have got".
