Populist leaders attending this year's meeting including U.S. President Donald Trump, Poland's President Andrzej Duda and Italy's Premier Giuseppe Conte along with the foreign ministers of Hungary and Austria.
Commenting on being called "a lovely man" by Trump, Rouhani said the USA president is merely "playing with words and will not get us to any solutions".
World leaders and diplomats laughed after Trump boasted that his administration had accomplished more than nearly any other in USA history.
Without naming countries, the USA president noted that "some nations are already violating UN sanctions" including illegal ship-to-ship transfers of oil and said compliance was "very important".
Rouhani offered interviews to American journalists during his visit to NY in which he slammed Trump's attempts to zero out Tehran's oil exports and worsen its dire economic crisis.
Tensions between the United States and the European Union over Iran soared into the open on Tuesday after the Europeans announced plans for a legal framework to preserve business with Tehran and evade new U.S. sanctions.
"He'll call on every country to join our pressure campaign in order to thwart Iran's global torrent of destructive activity", said Pompeo.

In his message before the UN Security Council, Macron said that while the 2015 deal is "imperfect", it ensures that Iran would not be able to obtain nuclear weapons.
"The United States of America one day will come back, sooner or later", Rouhani said.
He says that at a time of "massive, existential threats" to people and the planet, "there is no way forward but collective, common-sense action for the common good".
The laughter came at the beginning of the speech, yet Trump pressed on, blasting Iran for spreading "mayhem across the Middle East and beyond", as well as China for a "trade imbalance".
In a blunt attack on China, the USA president told the council that China wanted to see him suffer an elections setback because of his hard line on trade. "We have never made such a request for a meeting with the president of the United States".
Rouhani earlier said that as a precondition for any dialogue, Trump would need to fix the damage done by exiting the nuclear deal.
"They learned how to synthesize them, they are building labs for that, and this is something we have been warned about for a long time".
Rouhani also said "America must think again about her presence in the region, in the Persian Gulf, in the Sea of Oman, in Afghanistan, in Iraq and other places". On Monday, the EU, China and Russian Federation, all of which remain signatories to the deal, announced a mechanism to help Iran continue to engage in global trade and avoid United States efforts to cut off Tehran's financial flows.
"They do not respect their neighbours or borders or the sovereign rights of nations". "This does not benefit the Iranian people, it does not benefit the American people or Europe".
