The prime minister made the planned trip to Brazil for Bolsonaro's January 1 inauguration despite a political crisis back home that forced him to schedule early elections. Notably, the embassy move was not discussed during the first meeting of the two leaders, despite Netanyahu's plans to raise this issue during their talks.
Bolsonaro pledged during his election campaign that Brazil would recognize Jerusalem as the capital of Israel and move its embassy from Tel Aviv to the city, claimed by both Israelis and Palestinians.
Several members of the Communist Party of Brazil also said they will shun the inauguration of the former army captain who won 55 percent of the vote in the October 28 presidential runoff. Bolsonaro said that "we are opening a new era in ties, and making history".
The Secretary of Public Security in Brasilia told the Associated Press that they are expecting as many as 500,000 people to attend the ceremony.
Brazil's President-elect, Jair Bolsonaro, on Thursday night tweeted that he was looking forward to the visit of Israeli Prime Minister Benjamin Netanyahu.
Bolsonaro has indicated he will adopt positions similar to those of President Donald Trump.
Bolsonaro said before and after his election that Brazil would follow the U.S. lead and transfer its embassy to Jerusalem. "It's hard to believe that we had no such contacts before", he added.
Netanyahu, calling his visit "historic", also spoke of "the brotherhood, the alliance" the two planned as something that "can carry us to great heights".
Bolsonaro discussed Israel during a meeting in Rio with Trump's national security adviser, John Bolton, late last month. Brazil has traditionally backed a two-state solution to the Israeli-Palestinian conflict.
In preparation for his tenure as president, Bolsonaro has sent aides to Israel to study desalination technology and to investigate the potential purchase of drones for use by Brazilian security forces.
He will also hold talks with the presidents of Chile and Honduras while there, among other officials, and meet with members of the Jewish community and a pro-Israel Christian group.
