O'Rourke is scheduled to begin his rally at about 9 p.m.
Women's March El Paso has organized a counter to Trump's visit.
In his State of the Union, Trump said that El Paso "used to have extremely high rates of violent crime" and became one of the country's safest cities only after a barrier was erected. El Paso County passed a resolution stating it is "disillusioned" by President Donald Trump's "lies regarding the border and our community". Some sported "Make America Great Again" hats, and said they were there to show their support for the construction of a wall at the border. That's despite being just across the border from Ciudad Juarez, Mexico, a city plagued by drug violence. But many in El Paso, site of Trump's rally Monday night, say the city was safe for decades and embodies a cross-border spirit that transcends walls rather than prove they work.

The couple had found Fluffy outside, and started to feed her and bring her into the clinic for check ups. A cat's normal internal body temperature is 38 degrees. "And finally, we put her in heated kennel".
Earlier in the day Monday, O'Rourke plans to join Democratic Rep. Veronica Escobar - a longtime ally who took his former seat in Congress after his failed bid to unseat Republican Sen. "El Paso has never had 'one of the highest rates of violent crime in the entire country, ' according to Federal Bureau of Investigation data". As Politifact points out, the city's violent crime rate "was significantly lower than the average for all localities of a similar size" for every year between 1985 and 2014. He cast himself as deeply opposed to the president's rhetoric on immigration.
The resolution stated that Trump, in his State of the Union address last week, "falsely stated that El Paso was one of the most risky cities in the United States until the construction of border fencing".
"While some try to stoke fear and paranoia, to spread lies and a false narrative about the U.S. -Mexico border and to demand a 2,000-mile wall along it at a time of record safety and security, El Paso will come together for a march and celebration that highlights the truth", he said in a statement ahead of the event.
